今回は、PRE-BAN と POST-BAN の違いを詳しくご説明し TAC-SHOOTING のこだわりや銃の価値観をみなさんにご理解していただけたらと思います。
既にご存知の方もいらっしゃることでしょうが、アメリカでは多くの GUN 犯罪が発生し続けています。そこで、Violent
Crime Control と Law Enforsement が1994年に行動を起こし法律（1994 Crime
Bill）が施行された、と言うのが事の始まりです。

多くの Gun Dealer、BATF Agents、etc．が Low レシーバーだけの違いだと誤認し続けているのが今のアメリカの状態です。
September 13, 1994 〔Section 921(a)(30), Title 18 U.S.C.〕 以降に Manufacture
で製造されたSemiautomatic Assault Weapon が POST-BAN になると考えていただいてほぼ間違いではありません。では、Semiautomatic
Assault Weapon とは具体的にどのうような Gun を指すのでしょうか？
以下は、法律 〔Section 921(a)(30), Title 18 U.S.C.〕 に記載されている Semiautomatic
Assault Wepon の定義です。
Any of the firearms, or copies or duplicates of the firearms in any caliber,
known as;
- Norinco, Mitchell, Poly Technologies, Avtomat Kalashinikovs.
- Action Arms Israeli Military Industries UZI, Galil.
- Beretta Ar70 (SC-70).
- Colt AR-15
- Fabrique National FN/FAL, FN/LAR, FNC.
- SWD M-10, M-11, M-11-9, M-12.
- Steyr AUG.
- Intratec TEC-9, TEC-DC9, TEC-22.
- revolving cylinder shotguns, such as (or similar to) the Street Sweeper
and Striker 12.
Any semiautomatic rifle that has the ability to accept a detachable magazine and has at least
2 of the following features:
- a folding or telescoping stock.
- a pistol grip that protrudes conspicuously beneath the action of the weapon.
- a bayonet mount.
- a flash suppressor or a threaded barrel designed to accommodate a flash
suppressor.
- a grenade launcher.
A semiautomatic pistol that has an ability to accept a detachable magazine and has at least 2
of the following features:
- An ammunition magazine that attaches to the pistol outside of the pistol
grip.
- a threaded barrel capable of accepting a barrel extender, flash suppressor,
forward handgrip or silencer.
- a shroud that is attached to, or partially or completely encircles the
barrel and that permits the shooter to hold the firearm with the non-trigger
hand without being burned.
- a manufactured weight of 50 ounces or more when the pistol is unloaded.
- a semiautomatic version of an automatic firearm.
A semiautomatic shotgun that has at least 2 of the following features:
- a folding or telescoping stock.
- a pistol grip that protrudes conspicuously beneath the action of the weapon.
- a fixed magazine capacity in excess of 5 rounds.an ability to accept a
detachable magazine.
例えば、ここに1994年9月13日以前に工場で製造された Hunting 用の Semiautomatic
Shotgun があるとします。Gun の Owner が “THE BAN” 以降に Pistol Grip、Folding
Stock を自分の Shotgun につけてもその Gun は SAW PRE-BAN にはなりません。なぜならば、その
Owner の Gun は、1994年9月以前にただの Hunting Shotgun として完成されてから改造を施した不法銃になるからです。
PRE-BAN の区別を Serial Number で確認できると思い込んでいる Gun Dealer
や Collector の方々がほとんどですが、Serial Number だけでは、常にそれが正しいとは言い切れません。
